CELPIP to CLB conversion chart for Express Entry

CELPIP-General is the English test whose numbers already match Canadian Language Benchmarks. A 9 in speaking is CLB 9. A 7 in reading is CLB 7. There is no separate listening cliff the way there is on IELTS — which is why a lot of applicants pick this test when they are chasing a specific CLB.

IRCC maps CELPIP-General levels directly onto CLB for Express Entry. Scores of 10, 11, or 12 in an ability all count as CLB 10 and above — CRS does not give extra language points past that band.

Take CELPIP-General, not LS

Express Entry needs all four abilities. CELPIP-General LS covers listening and speaking only and is not an accepted Express Entry test. The accepted English tests are CELPIP-General, IELTS General Training, and PTE Core. French is a separate sitting — TEF Canada converts to NCLC, not CLB.

Same two-year clock as every other IRCC language test: the report has to be valid when you submit the profile and still valid when you submit the PR application. If the result will expire while you are waiting in the pool, plan a retake before an ITA lands.

Why people switch from IELTS

CRS points are identical at the same CLB. The difference is how hard it is to land that CLB. On IELTS General Training, CLB 9 listening is 8.0 and CLB 8 listening is 7.5 — a 7.0 is still CLB 7. On CELPIP, CLB 9 listening is a 9. Applicants who keep missing one IELTS listening band often retest on CELPIP because the scale no longer hides a half-band gap.

CELPIP is also fully computer-delivered and uses Canadian English in workplace and daily-life prompts. That helps some test-takers and feels unfamiliar to others. It is not automatically “easier” — it is just aligned with the benchmark IRCC already uses.

Program minimums versus a competitive score

Federal Skilled Worker still needs CLB 7 in all four abilities. CEC needs CLB 7 for TEER 0–1 work and CLB 5 for TEER 2–3. Federal Skilled Trades splits the bar: CLB 5 speaking and listening, CLB 4 reading and writing. Clearing the gate only puts you in the pool. In 2026, most CEC invitations have needed a much higher CRS than a bare-minimum language score can produce.

If you already have CLB 8 across the board, the next useful target is usually CLB 9 in all four — not a fifth year of the same job. Pair that with the CRS factor breakdown before you book.

A one-level language change can move CRS more than another year of Canadian work. Run both scenarios before you pay for a retake.
