IELTS to CLB conversion chart for Express Entry
IRCC does not use your IELTS overall band. It converts each of the four abilities into a Canadian Language Benchmark, then scores those levels in CRS. A 6.0 in every skill is CLB 7. Getting to CLB 9 — the real ranking jump — takes 7.0 / 8.0 / 7.0 / 7.0.

This is the conversion IRCC publishes for Express Entry. Find your raw score in each column. Your CLB for that ability is the highest level whose listed score you meet. Scores between two listed values stay at the lower CLB — a 5.5 in reading is still CLB 6, not CLB 7.

Only General Training — and the whole test
Express Entry accepts IELTS General Training, CELPIP-General, or PTE Core for English. Academic IELTS does not count, even if the band numbers look familiar. IRCC also does not accept IELTS One Skill Retake: if one ability missed the CLB you need, you sit the full General Training test again.
Results must be less than two years old both when you create the Express Entry profile and when you submit the permanent residence application after an ITA. An expired test at submission is a refusal, not a request to update later.
Why listening looks unfair
Speaking, reading, and writing move in half-band steps that feel even. Listening does not. A 6.0 in listening is CLB 7 — the same as the other three skills — but CLB 8 needs 7.5, and CLB 9 needs 8.0. A 6.5 or 7.0 in listening is still only CLB 7. That single ability is why many profiles sit at CLB 7 or 8 even when the other three scores already look like CLB 9.
Reading has a similar gap at the bottom of the scale: CLB 6 is 5.0 and CLB 7 is 6.0, so a 5.5 does not move you up. Always convert ability by ability. An overall band of 7.5 can still be CLB 7 if listening landed at 6.5.
CLB 9 is the CRS cliff
First-official-language points rise slowly through CLB 7 and 8, then jump at CLB 9 and again at CLB 10. Hitting CLB 9 in all four abilities also unlocks higher skill transferability combinations with education and Canadian work. For a lot of CEC profiles, that is a larger ranking move than another year of hours.
Program minimums are lower than a competitive CRS score. Federal Skilled Worker needs CLB 7 in all four abilities just to enter the pool. CEC needs CLB 7 for TEER 0–1 jobs and CLB 5 for TEER 2–3.
