    Express Entry category-based selection for 2026

    • New categories include medical doctors, researchers, and senior managers with Canadian work experience; transport occupations; and skilled military recruits with a CAF job offer.
    • Renewed categories: French-language proficiency, health care and social services, education, STEM, and trades.
    • Minimum work experience for renewed categories increased from six months to one year (in Canada or abroad) over the previous three years.

    2026–2028 Immigration Levels Plan

    • Permanent resident admissions are stabilized around 380,000 per year for 2026–2028 (with published ranges).
    • Temporary resident arrival targets are reduced (e.g. 385,000 in 2026) as IRCC aims to lower the TR share of population.
    • Category-based Express Entry invitations stay inside Levels Plan targets — extra categories do not raise the overall ceiling.

    CRS / Express Entry selection can change by Ministerial Instruction

    • IRCC ranks Express Entry candidates with the Comprehensive Ranking System (CRS); categories and instructions can be updated without a new Act of Parliament.
    • When IRCC changes how candidates are invited (categories, experience rules, or scoring), Canada.ca Ministerial Instructions and program pages govern.
